Surrey County Council avoids annual reporting as if infectious

The leadership consider that they have fulfilled their obligations in this respect. But they are not being  accountable if they do not account. Surrey's population numbers  c898,645 adults for whom they have no electoral register. On the evidence available it looks as if chance or solicited and downloaded copies of the 2013-14 Annual Report may have reached only about a quarter of 1% of those entitled to be engaged with performance information which means that 99% are unaware. Attempts even to agree principles and process in time for the next election in 2017 have now met with the response  that all further communications will be held without reply.
